OpenIdAjaxTextBox should begin discovery after user finishes typing

Description

Currently the OpenIdAjaxTextBox only begins discovery when the user moves the focus away from that control. We should add intelligence to figure out when the user has finished typing the identifier and begin discovery more quickly.
